Why does the mobile app fail with a validation error?

When attempting to use either the iOS or Android version of the Locator mobile app, the app fails with the message "Validation Failed. - The server's API version is less than 4 or the server is not reachable."

This error may occur when the SSL certificate on the Locator server is not listed in the mobile device's valid certificate list. The SSL certificate on the Locator server must be issued by a certification authority that is in the list of trusted certification authorities on the mobile device. Typically, this will be a certification authority like Verisign, GoDaddy, Thawte, etc.
