Missing elements in Navigation Refiner

Taking into account that the connector builds a navigation for each law reference its chapters and paragraphs, the total navigation's size exceeds Solr limit.  VIA-7665 - Getting issue details... STATUS

As a result the Locator may not display refiners panel. In order  to fix following issue the limit_facets value in the refiner table needs to be decreased. However, as a consequence navigation tree will be truncated.
